...in an effort to draw a fine line between Palestinian terrorists and civilians, Sharon and Ben-Eliezer, along with Foreign Minister Shimon Peres, decided to move ahead with plans to ease conditions of ordinary Palestinians uninvolved in terrorism.
The measures approved include giving humanitarian groups greater freedom of movement in Judea and Samaria, allowing 2,000 Palestinian merchants to trade in Israel, and lowering the age of Palestinians allowed to come into Israel to work, which would raise the eligible number to 12,000.
